Probably an intentional aspect on the part of the character designers. Most video game characters seem to resonate well when they have a sort of "everyday" appearance, as it helps immersion to have the player think they might be the character or something like that.

Yup! You hit the nail right on the head. It's probably the reason he doesn't have an actual name apart from Rookie,Cool Breeze,Scooter etc. too.
